關(guān)于服務(wù)外商投資項目落地實(shí)施方案

為貫徹落實(shí)《關(guān)于鼓勵外商投資的實(shí)施意見(jiàn)（試行）》，強化對外商投資企業(yè)的全流程服務(wù)，提升外商投資便利化水平, 營(yíng)造公平、穩定、高效、便捷的投資環(huán)境，制定本實(shí)施方案。

一、建立健全“外商投資企業(yè)服務(wù)官”機制。

區貿易促進(jìn)部（招才引智部）成立服務(wù)專(zhuān)班，提供“一對一”“保姆式”服務(wù)，確保政策落實(shí)到位。大力弘揚“店小二”精神，定期舉辦外資企業(yè)服務(wù)日、政策宣講會(huì )等活動(dòng)。建立健全跟蹤服務(wù)機制，為重點(diǎn)外資企業(yè)提供“一對一”或“多對一”跟蹤服務(wù)，協(xié)調解決外商投資企業(yè)在項目落地、生產(chǎn)經(jīng)營(yíng)過(guò)程中遇到的困難和問(wèn)題, 建立重點(diǎn)外資企業(yè)臺賬，定期向區服務(wù)外資企業(yè)專(zhuān)班工作領(lǐng)導小組反饋情況問(wèn)題，提出措施和建議。

二、建立外商投資企業(yè)服務(wù)“直通車(chē)”機制。

建立由副縣級領(lǐng)導掛帥，區服務(wù)外資企業(yè)專(zhuān)班工作領(lǐng)導小組成員組成的外商投資企業(yè)服務(wù)“直通車(chē)”機制。對已簽約的外資項目建立工作臺賬，組建工作專(zhuān)班，加強跟蹤督導，認真落實(shí) “一個(gè)重點(diǎn)項目、一名分包領(lǐng)導、一套工作班子、一個(gè)工作方案、堅持一抓到底”的“五個(gè)一”工作機制，加大協(xié)調力度，開(kāi)辟綠色通道，提高工作效率，對重大外資項目面臨的主要困難和外資企業(yè)普遍反映的突出問(wèn)題快速反應，及時(shí)協(xié)調解決，促進(jìn)已簽約項目早開(kāi)工、早建設、早投產(chǎn)、早見(jiàn)效。

三、建立健全外商投資投訴協(xié)調機制。

區貿易促進(jìn)部（招才引智部）要建立健全外商投資企業(yè)投訴協(xié)調機制，指定專(zhuān)人專(zhuān)門(mén)受理本轄區企業(yè)投訴的問(wèn)題，對外公布投訴規則、處理時(shí)限等，努力讓投資者放心投資、安心經(jīng)營(yíng)。區貿易促進(jìn)部（招才引智部）外資外貿處要負責定期開(kāi)展外商投資企業(yè)投訴問(wèn)題落實(shí)情況檢查，及時(shí)將檢查結果報告區服務(wù)外資企業(yè)專(zhuān)班工作領(lǐng)導小組，并在一定范圍內通報。

外商投資企業(yè)或其投資者認為行政機關(guān)(包括法律、法規授權的具有管理公共事務(wù)職能的組織) 及其工作人員的行政行為侵犯其合法權益的，可向區貿易促進(jìn)部（招才引智部）投訴舉報。投訴電話(huà)：0379-64902742，受理郵箱：gxwzwmc@126.com。

四、切實(shí)保障外商投資企業(yè)權益。

全面貫徹落實(shí)外商投資準入負面清單，實(shí)現市場(chǎng)準入內外資標準一致，穩步推進(jìn)外資管理體制改革，落實(shí)外商投資信息報告制度，并組織對外商投資企業(yè)在政府采購、資金補助、資質(zhì)許可等方面是否享有公平待遇進(jìn)行專(zhuān)項督查。深化“放管服”改革，持續推進(jìn)"最多跑一次”改革，探索更便捷、高效的項目開(kāi)工新路徑，推進(jìn)外資項目快速落地建設。

五、建立健全外商投資企業(yè)交流合作機制

區貿易促進(jìn)部（招才引智部）要強化開(kāi)放理念和服務(wù)意識，聯(lián)動(dòng)涉外部門(mén)共同組織外商投資企業(yè)參與國際國內各類(lèi)交流合作活動(dòng)，為企業(yè)對接市場(chǎng)、對接客戶(hù)、開(kāi)展項目投資合作等提供信息服務(wù)和搭建平臺，支持外商投資企業(yè)發(fā)展壯大。

Implementation Plan for Promoting Foreign Investment

This implementation plan is formulated in order to carry out the Implementation Opinions on Encouraging Foreign Investment (for trial implementation), strengthen the whole process services for foreign-invested enterprises, improve foreign investment facilitation, and establish a fair, stable, efficient and convenient investment environment.

First, establish and improve the “foreign investment enterprise service officer” mechanism.

The Trade Promotion Department (investment and intelligence promotion) has set up special service team to provide “one-to-one” and “nanny type” services to ensure the policy ground. Vigorously promote the “service officer” spirit, and regularly hold foreign-funded enterprise service days, policy information and other activities. Establish and improve the follow-up service mechanism, provide “one to one” or “many to one” follow-up service for key foreign-funded enterprises, coordinate to solve the difficulties and problems encountered by foreign-invested enterprises in the project landing, production and operation process. Establish the account of key foreign-funded enterprises, regularly feedback the situation and problems to the leading group of special service team, and put forward measures and suggestions.

Second, establish a “through train” mechanism for foreign-invested enterprises.

Establish a “through train” mechanism for foreign-invested enterprise service, which is headed by the deputy county leader and composed of members of the special service team. Set up a working account for the contracted foreign-funded projects, set up special work teams, strengthen follow-up supervision, earnestly implement the “five ones” working mechanism of “one key project, one subcontracted leader, one work team, one work plan, and adhere to the end”. We will comprehensively implement the negative list for foreign investment access, achieve consistent market access standards for domestic and foreign investment, steadily advance the reform of the foreign investment management system, implement the foreign investment information reporting system, and organize special inspections on whether foreign-invested enterprises enjoy fair treatment in government procurement, capital subsidies, and qualification licenses. Deepen the reform of “streamline administration and delegate power, improve regulation, and upgrade services”, continue to promote the reform of “get done in one place and without the need for a second trip”, explore new paths for more convenient and efficient project commencement, and promote the rapid landing of foreign-funded projects.
